AMR and AMI systems and other smart grid products require compliance testing and approvals across multiple disciplines for each geographic market across the globe:
In North America, the FCC and Industry Canada govern and enforce RF emissions for EMC requirements, while OSHA enables NRTLs to List products as “safe”. The EPA provides the voluntary ENERGY STAR® program to govern energy efficiency. ACS provides product testing and certifications to meet all of these requirements.
- EMC standards are governed by the FCC and Industry Canada, which apply Verification, Declaration of Conformity (DoC) and Certification schemes for compliance.
- Wireless Certification requirements are also covered by the FCC and Industry Canada with Certifications across a handful of FCC and IC rule parts.
- Product Safety falls under NRTL Product Safety Listings for which ACS offers UL and TUV-SUD testing and listing services for both the U.S. and Canada. If the device performs a controlling function and/or communicates data, it can be based on the UL 60950 standard. Other standards may also apply, so a specific look at specs on the device is necessary to determine the appropriate path.
- Energy Efficiency standards set by the CEC apply if the product has a battery charger system.
In the European Union (EU), the CE marking method is the guideline to demonstrating compliance to all applicable compliance standards. EMC, Product Safety, Energy Efficiency, and Wireless all fall under the single “umbrella” mark of CE.
- EMC is broken down into emissions, very much similar to the FCC emissions requirements, but CE Marking also adds immunity test requirements as well. There are a dozen or so EMC tests applicable, depending on the product category and environment of use.
- Wireless Certifications in the EU fall under the Radio and Telecommunications Terminal Equipment (R&TTE) Directive, which in turn is a part of CE Marking, and encompasses an entirely different set of requirements than the North American requirements for radio products.
- Product Safety for smart grid devices depends on the equipment used and its environment. A specific look at specs on the device is necessary to determine the appropriate path.
- Energy Efficiency is covered by ErP and EcoDesign for CE Marking in the EU.
